Update Python version requirement to 3.12 in documentation and configuration files

- Updated `DEVELOP.md` to reflect CI testing on Python 3.12.
- Changed prerequisites in `INSTALL.md` to require Python 3.12 or higher.
- Modified `README.md` to specify Python 3.12 as the minimum requirement.
- Updated `pyproject.toml` and `uv.lock` to require Python 3.12.
